Clean Water State Revolving Fund
Overview
- The Clean Water Fund has been capitalized for 20 years and can fund individual projects up to $35 million.
- The Clean Water State Revolving Fund (CWSRF) Program was created by the 1987 amendments to the Federal Clean Water Act.
- The CWSRF Program replaced the earlier Construction Grants program.
- Congress provides funds for states to establish revolving loan programs for funding of wastewater treatment facilities and projects associated with estuary and nonpoint source programs.
- States provide 20% matching funds.
Types of Funding Available

Low-interest loans (1/2 of market interest rates)
- Limited amount of principal forgiveness loans
- 0% interest loans available for Green Projects and for rehabilitation projects for certain local government units

Key Program Requirements

Loan maximum is $35 million.

Construction must start within 24 months of Letter of Intent to Fund.
- Closing fee of 2% (which cannot be financed).
- Local Government Commission (LGC) must approve all loans.
