Six Step Process

Deadlines 

There are six steps for Stormwater eDMR.  The table below shows deadlines for completing Steps 1 and 2.  After completing the first two steps, you will wait for an email from eDMR letting you know that your accout is active.  Then, you can complete Steps 3 and 4.  

If an industrial owner holds permits in two or more groups, then the earliest due date for Steps 1 and 2 will apply.  For example, an owner with coverage under an NCG020000 and an NCG140000 is required to complete Steps 1 and 2 by January 1, 2022.

If your industrial facility is not required to report analytical samples and does not foresee a need to do so in the near future, then you do not have to register for e-DMR.

Step 1: Verify Database Information

The first step is to check the information in the Stormwater Program database.  Permittees will run two reports, the Owner Verification Report and the Stormwater Permit Summary Report as explained below:

Owner Verification Report
This report provides a list of all of the stormwater permits that are assigned to a given Owner. Enter one of the Owner’s permit number into the Owner Verification Report and it will return a list of all of the stormwater permits for that Owner, including both individual and general permits. Review the report and determine if the list is accurate. If corrections need to be made, email Suzanne McCoy.
Stormwater Permit Summary Report

This report must be run individually for each stormwater permit.  To use it, enter each stormwater permit number into the Stormwater Permit Summary Report and you will see a form that includes the address of the facility, contact information for the permit, and the regulated stormwater outfall(s) for the facility.

Step 2: Submit eReporting Registration Form

One Stormwater eReporting Registration Form will cover all of an Owner's stormwater permits.  In this form, the Owner's Responsible Official will provide his/her contact information and will designate Facility Administrators for each permitted facility. 

Before completing the Stormwater eReporting Registration Form, the Owner needs to understand the four types of Stormwater eDMR users and the privileges associated with each one.  The table below explains:

Step 3: Set Up Data Entry and View Only Users in eDMR (OPTIONAL)

Based on the information you provided in the Stormwater eReporting Registration Form, Suzanne McCoy will set up eDMR accounts for the Owner and Facility Administrator(s) and will email your eDMR User ID if you don't yet have one.  This process may take several weeks due to the number of forms we are handling.  

After you receive that notification, you have the option to set up Data Entry and View Only Users in the eDMR system yourself.  This step is not required.

Log in to eDMR and consult the Stormwater eDMR User Management Manual for detailed instructions how how to manage Data Entry and View Only Users. 

Step 4: Request Submit Privileges for Data Entry and View Only Users (OPTIONAL)

This is an optional step for you if you have decided to designate Data Entry and View Only Users. 

Initially, when you set up a Data Entry or View Only User, that person will not have Submit privileges.  If you want those users to be upgraded to Submitters, then you will need to complete the Request to Add Submit Privileges for Data Entry and View Only Users, listing all of the Users that you would like to have Submit privileges.

The Stormwater Program suggests limiting the number of users that are assigned the Submit privilege.  Users with the Submit privilege will have to be managed by the Stormwater Program and will have a higher level of effort in the system for identity verification per EPA’s NPDES Electronic Reporting Rule.

Then follow the directions in the Facility Reporting Guide to assist you with the eDMR reporting process:

  • Creatiing and processing eDMR reports (Section 3)
  • Searching for eDMR report (Section 4)
  • Printing eDMR reports (Section 5)

At some point in the future, you may need to add or delete eDMR Users.  The method for updating users will depend on the user type as follows:

Responsible Official To change the Responsible Official, complete the Name/Ownership Change Form.  Part V requires you to complete the Stormwater eReporting Registration Form.
Facility Adminstrator

To add or delete Data Entry and View Only Users, log in to eDMR and consult the Stormwater eDMR User Management Manual and complete this task in eDMR. 

To add Submit privileges to a Data Entry or View Only User that has already been added to eDMR, follow the directions in Step 4.
