Fuquay-Varina IBT
The Town of Fuquay-Varina has requested an Interbasin Transfer (IBT) amount of 4 million gallons per day (mgd) from the Cape Fear River basin to the Neuse River basin. The transfer amount is based on 2055 demand projections in the Town's service area. This transfer amount will be refined through the development of the Environmental Impact Statement (EIS). The Town owns and operates the Terrible Creek Wastewater Treatment Plant (WWTP), which has a current design capacity of 3.0 million gallons per day (mgd), as well as the Brighton Forest WWTP which has a design capacity of 0.117 mgd. Both WWTPs are in the Neuse River basin, with the Terrible Creek WWTP discharging into Terrible Creek and the Brighton Forest WWTP discharging into Middle Creek. The Town has also purchased wastewater treatment capacity in the Harnett County WWTP, which discharges into the Cape Fear River. The Town of Fuquay-Varina purchases finished water wholesale from the City of Raleigh, Harnett County and Johnston County on a contract basis; however, discussions with these water sellers has indicated they will be unable to supply the projected water supply demands for the Town. As a result, the Town of Fuquay-Varina has entered into discussions with the City of Sanford to purchase 6.0 mgd of finished water supply capacity in their Water Treatment Plant (WTP). The raw water intake and the WTP for the City of Sanford are located in the Cape Fear River basin; therefore, the movement of this water to the service area for the Town of Fuquay-Varina would necessitate the issuance of an IBT Certificate for the Town.
