Public Notice of Draft Renewal Permit

The Division of Energy, Mineral, and Land Resources (DEMLR) invites public comment on, or objections to, draft permits to be revised and re-issued. Persons wishing to comment on or object to the draft permit may submit comments to the contact person listed below during the public comment period. Current draft permits are listed below by permit type.

The Division of Energy, Mineral, and Land Resources (DEMLR) invites public comment on, or objections to, the following NPDES Stormwater Individual Permit to be issued. Persons wishing to comment on or object to the draft permit may submit comments to Brianna Young (Attn: DEMLR Stormwater Program) during the public comment period. Written comments may be submitted to the address at end of this message.

All comments received through March 13, 2026, will be considered in the final determinations regarding permit issuance and permit provisions. Public comments may result in changes to the proposed permitting actions.

The following facility has applied for an NPDES permit renewal to discharge stormwater from their location:

  • TriEst Ag Group, Inc. [PO Box 448, Greenville, NC 27835] has requested renewal of permit NCS000509 for the TriEst Ag Group, Inc. facility [1101 Industrial Blvd, Greenville, NC] in Pitt County. This facility discharges stormwater to an unnamed tributary to Parker Creek in the Tar-Pamlico River Basin.

All comments should reference permit number NCS000509.

This facility discharges stormwater to an unnamed tributary to Georges Creek in the Cape Fear River Basin.

This facility discharges stormwater to an unnamed tributary to Highland Prong and an unnamed tributary to Warren Neck Creek, both in the Roanoke River Basin.

This facility discharges stormwater to an unnamed tributary to the Lumber River in the Lumber River Basin.

The public comment period begins at 9:00 am on 5/15/2025 and ends at 5:00 pm on 6/16/2025.  Persons wishing to comment on or object may submit written comments to the address below during the public comment period. All comments received during the public comment period will be considered in the final determinations regarding permit issuance. Public comments may result in changes to the proposed permitting actions. All comments should reference the specific permit numbers listed below.
