Stormwater Public Notices

The Division of Energy, Mineral, and Land Resources (DEMLR) invites public comment on, or objections to, the following NPDES Stormwater Individual Permit to be issued. Persons wishing to comment on or object to the draft permit may submit comments to Brianna Young (Attn: DEMLR Stormwater Program) during the public comment period. Written comments may be submitted to the address at end of this message. 

All comments received through April 3, 2025, will be considered in the final determinations regarding permit issuance and permit provisions. Public comments may result in changes to the proposed permitting actions.

The following facility has applied a new NPDES permit to discharge stormwater from their location:

• Crystal Clean of North Carolina, LLC [2000 Center Drive, Hoffman Estates, Illinois, 60192] has requested renewal of permit NCS000390 for the Crystal Clean, LLC – Concord Facility in Cabarrus County. This facility discharges to an unnamed tributary to Coddle Creek in the Yadkin Pee-Dee River Basin.

All comments should reference permit number NCS000390.

All comments should reference permit number NCS000041.

• Duke Energy Carolinas, LLC [526 South Church Street, Charlotte, NC 28202] has requested modification of permit NCS000546 for the Allen Steam Station in Gaston County. This facility discharges to the Catawba River in the Catawba River Basin.

All comments should reference permit number NCS000546.

• Airgas USA, LLC [314 Lake Latham Road, Mebane, NC 27302] has requested renewal of permit NCS000598 for the Airgas USA, LLC facility in Alamance County. This facility discharges to an unnamed tributary to Moadams Creek (Latham Lake) in the Cape Fear River Basin.

All comments should reference permit number NCS000598.

City of Mebane - Stormwater Management Plan / renewal of permit NCS000402 in Alamance and Orange Counties. 
Town of Elon - Stormwater Management Plan / renewal of permit NCS000403 in Alamance County.
Town of Haw River - Stormwater Management Plan / renewal of permit NCS000404 in Alamance County.
City of Hendersonville - Stormwater Management Plan / renewal of permit NCS000489 in Henderson County.
