Dry-Cleaning Solvent Cleanup Act Program

The Dry-cleaning Solvent Cleanup Act of 1997 (DSCA) and its amendments established a fund to assess and cleanup dry-cleaning solvent contamination at dry-cleaning and wholesale distribution facilities and authorized the program to develop and enforce rules to prevent dry-cleaning solvent releases at operating facilities. The DSCA program is wholly funded by receipts from taxes on dry-cleaning sales and dry-cleaning solvents.

HOW CAN WE HELP?

The DSCA Program's web page has popular features like a link to the DWM Site Locator Tool, an online records search, Remediation Unit for cleanup sites, site/facility lists, Phase I/II research and the Compliance Unit for active drycleaners. Other topics , including frequently asked questions, fact sheets, public notices and a DSCA Program staff list can also provide information to common questions.

DWM Site Locator Tool: The site locator tool can be used to identify sites that are in the DSCA Cleanup program, active facilties that are inspected by the DSCA Compliance Unit or historical locations where dry-cleaners were located in the past. In the search bar on the site locator tool, you can enter an address or DSCA identification number if you know it. Refer to the legend to see what the different markers indicate for the DSCA Program. The markers of most interest to those searching for DSCA sites and their meaning are:

Online Documents: Reports and other documents for sites in the DSCA Program are available through an online document system. Quick Start for looking up DSCA sites: Go to Laserfiche site and enter the DSCA site ID number with no spaces or dashes (for example DC410007) in the search bar or the field marked 'ID'. If you do not know the DSCA site ID number, check the list of DSCA sites. For more detailed Laserfiche instructions: Laserfiche PDF.

Remediation Unit: General information about the cleanup program, who is eligibile, the costs associated with the program, how to apply, how the work is managed, timeframes, and program benefits.

Compliance Unit (Active Drycleaners): Minimum management practices, inspection checklists, compliance calendars, forms, guidance, rules and other resources for active drycleaners.

Phase I/II Research: Resources and steps to research dry-cleaner properties when doing a Phase I/II site assessment for property transactions.

Site and Facility Lists: Lists of sites entered into the DSCA remediation program, sites potentially contaminated with dry-cleaning solvents, active and inactive drycleaner facilities, compliance site visits, status of DSCA remediation sites.
