Charlotte Water Interbasin Transfer Certificate

Charlotte Water, formerly named Charlotte-Mecklenburg Utilities (CMUD), has an Interbasin Transfer Certificate allowing for water transfer of 33 million gallons per day on a maximum day basis. The transfer is based on water withdrawals from Lake Norman and Mountain Island Lake in the source basin, which is the Catawba River Basin.  The transfer of the water to the receiving basin, the Rocky River Basin, is via consumptive use in eastern Mecklenburg County and existing discharges at Mallard Creek Wastewater Treatment Plant (WWTP) and Water and Sewer Authority of Cabarrus County's (WSACC) Rocky River Regional (RRR) WWTP.

Public notice

Charlotte Water has requested a modification to their Interbasin Transfer Certificate. Charlotte Water is holding a series of public meetings for this requested modification. They initially announced a series of public meetings in May and June 2024 (Notice (pdf), and issued a notice of rescheduled and additional meetings (pdf).
