Fee adjustments 2025
Important Update: Per General Statute 143B-279.19, the new annual fee and application fee for coverage under a Stormwater General Permit is $127. All applications received on or after July 1 2025, must be accompanied by a $127 check.
Things to do if your General Permit was renewed in 2026
- Renewal COCs are available in our Laserfiche Stormwater Program Repository. Paper copies and renewal communication will be mailed out.
- If you owed fees as of July 1 2026, your COC is expired. Please go to the Stormwater ePayment website to check outstanding fees and pay electronically. You may then fill out the Stormwater COC Request Form to re-activate your permit coverage and gain your Renewal COC.
- Ensure you are registered to report through eDMR. If you are not yet registered, follow the Six Step Process.
- If you have Representative Outfall Status, please complete the ROS Renewal Certification Form and documentation that was provided when the Division originally granted ROS to the Stormwater Upload Form.
Request Representative Outfall Status (New Requests)
Submit the completed Representative Outfall Status (ROS) Request Form to the Stormwater Upload Form. Mail one hard copy of the form and supporting documents directly to the appropriate Regional Office. There is no fee for a representative outfall status request.

Please note that there is an error in the first paragraph of Part I – NCG010000 Permit Coverage on page 1 of 26, where it says “This permit shall not apply to land-disturbing activities that are covered under …the NCG120000 (Landfills) permit.” This statement is not accurate. Land disturbing activities at facilities with coverage under NCG120000 are normally subject to Erosion and Sedimentation Control Plan requirements and in conjunction, require coverage under NCG010000, in addition to the industrial NPDES permit. The NCG010000 General Permit will be revised to correct the error upon next issuance.
