General Industrial Permits

Fee adjustments 2023

IMPORTANT UPDATE: Many permit fees have changed for applications received on or after October 3, 2023. North Carolina’s 2023 Appropriations Act Session Law 2023-134 includes fee adjustments for 28 Department of Environmental Quality (DEQ) programs, including Stormwater. A full list of fee adjustments is available on the DEQ website. Annual fees are now $120.

North Carolina has 21 General Industrial Permits.  Industries that are eligible for one of the General Industrial Permits are issued a Certificate of Coverage (COC). Each facility's COC contains the same requirements as for all other facilities covered under the same General Permit. General permits are renewed on a five-year cycle.

Things to Do if Your General Permit was Recently Renewed (2024)

  • Read the new general permit and retain it at your facility. It contains changes from the previous permit.
  • Look out for renewal communication mailed from DEMLR (hard copy). 
  • You can check your permit's current status by running a Permit Summary Report.
  • UPDATE! Renewal COCs for General Permits effective June 1, 2024, are now available. If you were current on your fees, your COC was automatically renewed. You can obtain a copy of the renewal COC via the Renewal COC Request Form. Letters and/or email communication will go out to permittees by the end of June.
  • Is your permit still expired because of owed fees? Pay your permit fee as soon as possible (Stormwater ePayment is preferred). Then request renewal of your COC with the Renewal COC Request Form. Check the box that says "the COC is still expired, but owed fees have been paid."
  • Read the Six Step Process and comply with the deadlines for registering to report through eDMR.
  • If you had Representative Outfall Status in the previous permit term, attach the completed ROS Renewal Certification Form and prior documentation that was provided when the Division originally granted ROS to the Stormwater Upload Form

Request Representative Outfall Status (New Requests)

Submit the completed Representative Outfall Status (ROS) Request Form to the Stormwater Upload Form. Mail one hard copy of the form and supporting documents directly to the appropriate Regional Office. There is no fee for a representative outfall status request.

Please note that there is an error in the first paragraph of Part I – NCG010000 Permit Coverage on page 1 of 26, where it says “This permit shall not apply to land-disturbing activities that are covered under …the NCG120000 (Landfills) permit.” This statement is not accurate. Land disturbing activities at facilities with coverage under NCG120000 are normally subject to Erosion and Sedimentation Control Plan requirements and in conjunction, require coverage under NCG010000, in addition to the industrial NPDES permit. The NCG010000 General Permit will be revised to correct the error upon next issuance.
